Ashmole Estate - proposed development updates

This page provides details of updates to the approved proposals for a new tenants’ hall and affordable housing after a design review of 2 Meadow Road, Ashmole Estate, London, SW8 1QB.

Approved scheme

In January 2021, planning permission was granted for:

  • Erection of 6 dwelling houses and 9 flats (Use Class C3) and a temporary tenants’ hall (Use Class D1) at site of former garages opposite 47-57 Ebbisham Drive SW8 1UB together with provision of refuse/recycling and cycle storage and associated landscaping.
  • Demolition of the existing tenants’ hall at 2 Meadow Road SW8 1QB and erection of a part 4, part 5 storey building to include a new tenants’ hall (Use Class D1) at ground floor level and 15 residential flats (Use Class C3) at upper floor levels together with provision of refuse/recycling and cycle storage and associated landscaping.

 

Design review

The development of Phase 1 (Ebbisham Drive) is nearing completion. MTVH are now preparing to begin delivery of Phase 2 (Meadow Road).

We have undertaken a review of the scheme design due to the legislative and regulatory changes that have been introduced since the 2021 planning determination. The review ensures that the scheme is compliant with all current regulations.

The design review concluded that a number of changes are required to the scheme design to ensure that the building is regulatory compliant. This also presented an opportunity to optimise the design to provide an additional storey that would deliver a further four dwellings. The amendments would not result in a significant change to the nature of the approved development.

We have sought planning advice from London Borough of Lambeth on the proposed changes to the approved scheme and Officers have confirmed that the proposals are acceptable in principle.

Comparison of approved and proposed scheme

The previously approved scheme consisted of a five-storey building, with a tenants’ hall on the ground floor and 15 apartments across the first – fourth floors, plus a communal roof terrace at fourth floor level.

The proposed scheme retains the same building form and consists of a six-storey building, with a tenants’ hall on the ground floor and 19 apartments across the first – fifth floors, with a communal roof terrace at fifth floor level.

Tenants’ hall

We’ve made minor changes to the hall and ancillary spaces to accommodate the additional service and safety equipment required to meet current regulations.

We’ve ensured that the functionality of the spaces remains consistent with the approved design. The proposals will continue to provide a beneficial community space.

 

Daylight, sunlight, privacy and amenity

We’ve ensured that the levels sunlight enjoyed by residents of Wisden House remain as close as possible to those previously approved and are in line with the regulations. We’ve done this by redesigning the upper areas of the building by:

  • removing sections completely
  • moving elements further away from Wisden House

These changes have resulted in minor changes to the current levels of privacy and amenity enjoyed by existing residents.

    Local residents review proposed changes and ask questions to MTVH
  • February 2026

    MTVH submit an application to amend the current planning permission via a s73 Amendment
  • March 2026

    London Borough of Lambeth consults local residents
